José Manuel Paquete de Oliveira was born on the Island of Madeira on October 20, 1936. He is married. He has two children.
He holds a PhD in Sociology of Communication and Culture from the Higher Institute of Business and Labour Sciences – ISCTE, through the Technical University of Lisbon (1989). He holds a degree in Social Sciences – Sociology – from the Gregorian University, PUG, Rome, Italy. (1973).
Upon his nomination for Viewer Ombudsman, he was a university professor at ISCTE and held the position of vice president of this university. He was the coordinator of the masters’ program in Communication, Culture and Information Technology.
He was the editor of the newspaper Jornal da Madeira (1960-69) and director of Diário de Notícias of Funchal (1974-1976). He worked for radio station Rádio da Madeira. In Lisbon, since 1976, he joined the academic life. He taught at the Higher Institute of Social and Political Sciences – ISCSP and ISEG, Technical University of Lisbon. Since 1978 he held teaching duties at ISCTE. (1978-2006)
For many years he has followed closely the phenomenon of the media, either as teacher in this area, or as a researcher, and even as a professional journalist.
