He was a physician and politician, and as a student of the Faculty of Medicine of the University of Coimbra, he created an academic choral ensemble. He was a ship doctor at the service of emigrants departing to North America. In 1929, he was appointed municipal physician of Ponta do Pargo. Governor Camacho de Freitas appointed him president of the City Council of Calheta. He stood out for inaugurating the hydroelectric power plant in this parish before the general electrification of the island, as well as new road accesses and fresh water supply for places that did not have it.
