He was a politician and lawyer. He graduated in 1925 at the Faculty of Law of the University of Lisbon. He twice held the office of president of General Board of the Autonomous District of Funchal. As the holder of this office, he was involved in the creation of social food distribution, in the propaganda and tourism section of the General Board, in primary schools management and the District Archive. He was a member of the Funchal delegation of the Bar Association, and as a politician, the presided the district commission of the National Union of Funchal. He was chairman of the board in the Madeira Concert Society.
